an all in one comes with a monitor, keyboard and mouse (typically), hence the all in one. if you’re just looking at the desktop part, that would be just a tiny/mini PC. it still comes with kB/m (typically)
Even if it comes together in the box, it’s still not all in one. It’s three separate parts that you have to connect together. If I buy a knife and a Roomba and they come in the same box, I don’t get an all in one murderbot. But a laptop is truly an all in one.

You still have a power supply with a laptop.
The power supply is not necessary to use the computer. The computer is still usable without it, albeit only for a few hours.
